Israeli cabinet ratifies Gaza ceasefire and hostage deal with Hamas

JERUSALEM/CAIRO, Oct 10 (Reuters) – Israel’s government ratified a ceasefire with the Palestinian militant group Hamas on Friday, clearing the way to suspend hostilities in Gaza within 24 hours and free Israeli hostages held there within 72 hours after that.
The Israeli cabinet approved the deal early Friday morning, roughly 24 hours after mediators announced the agreement, which calls for the release of Israeli hostages in exchange for Palestinian prisoners and the start of a phased withdrawal of Israeli troops from Gaza under U.S. President Donald Trump‘s initiative to end the two-year war in Gaza.
“The government has just now approved the framework for the release of all of the hostages – the living and the deceased,” Israeli Prime Minister Benjamin Netanyahu’s English-language X account said.
The war has deepened Israel’s international isolation and upended the Middle East, having evolved into a regional conflict that has drawn in Iran, Yemen and Lebanon. It also tested the U.S.-Israeli relationship, with Trump seeming to lose patience with Netanyahu and pressuring him to reach a deal.
Israelis and Palestinians alike rejoiced after the deal was announced, the biggest step yet to end two years of war in which over 67,000 Palestinians have been killed, and return the last hostages seized by Hamas in the deadly attacks that started the assault.
Hamas’ exiled Gaza chief Khalil Al-Hayya said he had received guarantees from the United States and other mediators that the war was over.
An Israeli government spokesperson said the ceasefire would go into force within 24 hours of government approval of the deal. After that 24-hour period, the hostages held in Gaza would be freed within 72 hours.
Twenty Israeli hostages are still believed to be alive in Gaza, while 26 are presumed dead, and the fate of two is unknown. Hamas has indicated that recovering the bodies of the dead may take longer than releasing those who are alive.
Once the agreement is operating, trucks carrying food and medical aid will surge into Gaza to help civilians, hundreds of thousands of whom have been sheltering in tents after Israeli forces destroyed their homes and razed entire cities to dust.

HURDLES REMAIN

The accord, if fully implemented, would bring the two sides closer than any previous effort to halt the war.
Much could still go wrong. Even after the deal was signed, a Palestinian source said the list of hundreds of Palestinians to be released was not finalised. The group is seeking freedom for some of the most prominent Palestinian convicts held in Israeli jails, as well as hundreds of people detained during Israel’s assault.
Further steps in Trump’s 20-point plan have yet to be discussed. Those include how the shattered Gaza Strip is to be ruled when the fighting ends and the ultimate fate of Hamas, which has so far rejected Israel’s demands it disarm.
Netanyahu also faces skepticism from within his governing coalition, as many have long opposed any deal with Hamas. Far-right National Security Minister Itamar Ben-Gvir said he would vote to bring down the government if Hamas is not dismantled.
But the announcement of an end to fighting and return of hostages was greeted with jubilation.

‘ALL OF THE GAZA STRIP IS HAPPY’

“Thank God for the ceasefire, the end of bloodshed and killing,” said Abdul Majeed Abd Rabbo in Khan Younis in southern Gaza. “All of the Gaza Strip is happy, all the Arab people, all of the world is happy with the ceasefire and the end of bloodshed.”
Einav Zaugauker, whose son Matan is one of the last hostages, rejoiced in Tel Aviv’s so-called Hostages Square, where families of those seized in the Hamas attack that triggered the war two years ago have long assembled.
“I can’t breathe, I can’t breathe, I can’t explain what I’m feeling … it’s crazy,” she said.
In Gaza, Israeli attacks continued before the official start of the ceasefire, but there were far fewer fatalities than the scores killed on a daily basis in recent weeks. Local health authorities reported seven dead in two separate Israeli strikes on Thursday.

TRUMP HEADS TO REGION

Trump said he would head to the region on Sunday to possibly attend a signing ceremony in Egypt, and Israeli Knesset Speaker Amir Ohana invited him to address the legislative body, which would be the first such speech by a U.S. president since 2008.
The deal received support from Arab and Western countries and was widely portrayed as a major diplomatic achievement for Trump.
Successful completion of the deal would mark a significant accomplishment for the Republican president, who has struggled to quickly deliver on his promises to bring peace to the Gaza conflict and Russia’s invasion of Ukraine.
Western and Arab countries met in Paris to discuss an international peacekeeping force and reconstruction assistance for Gaza once the fighting stops.
The United States will deploy 200 troops as part of a joint task force for Gaza stability, with no Americans on the ground in the Palestinian enclave, two senior U.S. officials said on Thursday.
The officials, speaking to reporters on condition of anonymity, said the 200 would be a core part of a task force that would include representatives from Egypt’s military, Qatar, Turkey and probably from the United Arab Emirates.
More than 67,000 Palestinians have been killed in Israel’s assault on Gaza, launched after Hamas-led militants stormed through Israeli towns and a music festival on October 7, 2023, killing 1,200 people and capturing 251 hostages.

Terugtrekking leger uit deel Gaza en Trump naar Midden-Oosten: dit gaat er de komende dagen gebeuren

Israël en Hamas sloten donderdagochtend een akkoord over de eerste fase van een staakt-het-vuren in Gaza. De reacties wereldwijd zijn voorzichtig optimistisch. De details worden nu verder uitgewerkt. Wat staat er de komende dagen te gebeuren?

1. Israëlisch veiligheidskabinet stemt

De Israëlische premier Benjamin Netanyahu legt de deal donderdag voor aan zijn veiligheidskabinet en regering. Het overleg van de hele regering vindt waarschijnlijk om 17.00 uur Nederlandse tijd plaats. Een uur eerder komt eerst het veiligheidskabinet bijeen.

Het bestand in Gaza gaat volgens het kantoor van Netanyahu binnen 24 uur na de vergadering van de Israëlische regering in. Eerder meldde een Egyptische nieuwssite ten onrechte dat het bestand donderdagochtend al was ingegaan.

De extreemrechtse minister van Financiën, Bezalel Smotrich, zegt nu al dat hij tegen een staakt-het-vuren met Hamas zal stemmen. Hij vindt dat de oorlog pas mag eindigen zodra alle gijzelaars thuis zijn en Hamas vervolgens vernietigd is.

2. De wapens zwijgen

Zodra de Israëlische regering akkoord is, gaat het staakt-het-vuren binnen 24 uur in. Het leger zal zich terugtrekken uit dichtbevolkte gebieden, waaronder Gaza-Stad, Rafah, Khan Younis en Noord-Gaza, tot achter een afgesproken grens. Israël behoudt dan de controle over 53 procent van Gaza. Een functionaris van het Witte Huis in Washington zegt dat de gedeeltelijke terugtrekking binnen 24 uur kan plaatsvinden.

Een correspondent van de Arabische nieuwszender Al Jazeera meldde dat Israëlische gevechtsvliegtuigen Gaza kort na het nieuws nog bestookten. Ook de lokale burgerbescherming maakte melding van aanvallen. Ook blijkt uit beelden dat Israëlische tanks nog hebben geschoten in het kustgebied.

3. Vrijlating Israëlische gijzelaars

Als het Israëlische leger zich heeft teruggetrokken achter de afgesproken ‘lijn’, heeft Hamas 72 uur de tijd om de Israëlische gijzelaars in Gaza vrij te laten. Israëlische en Amerikaanse functionarissen verwachten dat dit op zijn vroegst maandagochtend gebeurt, heel misschien zondag al.

Hamas heeft nog 48 Israëlische gijzelaars in Gaza. Onduidelijk is of de vrijlating alleen de 20 nog levende gijzelaars behelst of ook de overledenen. Palestijnse bronnen melden aan persbureau Reuters dat de lichamen van dode gijzelaars geleidelijk worden overgedragen, naarmate het Israëlische leger zich verder terugtrekt.

Gal Hirsch, de Israëlische coördinator van deze operatie, zegt dat een internationale troepenmacht gaat zoeken naar de lichamen van dode gijzelaars die Hamas niet meer kan vinden.

4. Palestijnse gevangenen vrij

Israël zal naar verwachting bijna 2000 Palestijnse gevangenen vrijlaten. Onder hen zijn er ongeveer 250 die een levenslange gevangenisstraf uitzitten, aldus Palestijnse bronnen. De andere 1700 Palestijnen zitten – vaak zonder vorm van proces of aanklacht – vast in Israëlische gevangenissen.

Hamas zegt dat het namenlijsten heeft overhandigd van de gijzelaars die worden vastgehouden en de Palestijnse gevangenen tegen wie ze geruild moeten worden.

Op de lijst staan enkele prominente Palestijnse gevangenen, onder wie Marwan al-Barghouti, een leider van de Fatah-beweging, en Ahmed Saadat, hoofd van het Volksfront voor de Bevrijding van Palestina. Beiden zitten levenslange gevangenisstraffen uit voor betrokkenheid bij aanslagen waarbij Israëliërs omkwamen. Israël zegt dat Barghouti sowieso niet vrijkomt.

5. Hulporganisatie in de startblokken

Zodra het staakt-het-vuren in gaat, wordt humanitaire hulp weer toegelaten in de Gazastrook. Er worden vijf grensovergangen geopend. In de eerste vijf dagen zullen volgens een Palestijnse functionaris 400 vrachtwagens met hulpgoederen Gaza binnenrijden. Dat zal daarna worden opgevoerd naar 600 vrachtwagens per dag.

Internationale hulporganisaties staan klaar om de hulpverlening aan Gaza direct op te schalen, meldt de Wereldgezondheidsorganisatie (WHO). Vrachtwagens van Save the Children wachten met noodhulpgoederen aan de Egyptische kant van de grens met Gaza. Vanuit opslaglocaties in Jordanië en Egypte kan extra hulp geleverd worden, aldus de organisatie.

6. Trump naar het Midden-Oosten

De Amerikaanse president Donald Trump heeft aangekondigd een dezer dagen naar het Midden-Oosten af te reizen. Hij zal naar verwachting eerst naar Egypte gaan, waar de vertegenwoordigers van Israël en Hamas de afgelopen dagen hebben onderhandeld. Daarbij waren ook de Amerikaanse gezanten Steven Witkoff en Jared Kushner aanwezig.

Volgens het Witte Huis overweegt Trump om vrijdag naar de regio te gaan. Netanyahu heeft de Amerikaanse president uitgenodigd het Israëlische parlement toe te spreken. Trump heeft tegen nieuwssite Axios gezegd dat hij daartoe bereid is.

7. Verdere onderhandelingen

Dit is pas de eerste fase van het akkoord. Er zullen de komende dagen weer onderhandelingen plaatsvinden over de uitwerking van het twintig punten tellende vredesplan van Trump.

Het meest heikele punt is de volledige ontwapening van Hamas. De Palestijnse beweging geeft er publiekelijk niet aan toe. Een Palestijnse bron meldt aan Reuters dat Hamas dit afwijst zolang Israëlische troepen nog Palestijnse gebieden bezetten. Hamas eist een snelle en volledige terugtrekking van het Israëlische leger uit Gaza.

Ook moet in de volgende fase van Trumps plan een internationaal orgaan – ‘Board of Peace’ – worden opgericht, dat toezicht houdt op een nieuw bestuur van Gaza zodra de oorlog beëindigd is. Dit orgaan zou onder leiding moeten staan van Trump, en ook de Britse oud-premier Tony Blair zal er zitting in nemen.
